House Judiciary Committee Approves Late Abortion Ban for Nation's Capital; New Poll Shows 58-27% National Support For Replacing Current Abortion-Until-Birth Policy in D.C.

WASHINGTON, July 18, 2012 /Christian Newswire/ -- The Judiciary Committee of the U.S. House of Representatives today approved legislation to end the current legal policy in the nation's capital, where abortion is currently legal for any reason until the moment of birth.
 
The committee voted 18-14 to favorably report the District of Columbia Pain-Capable Unborn Child Protection Act (H.R. 3803), which would make abortion impermissible in the federal District after 22 weeks of pregnancy (22 weeks LMP, equivalent to 20 weeks fetal age), unless necessary to prevent the death of the mother. 
 
The bill, sponsored by Rep. Trent Franks (R-Az.), currently has 215 House cosponsors.  Today's committee vote was along party lines.
 
"A vote against this bill amounts to a vote to ratify the extreme policy currently in effect in the nation's capital, where abortion is completely legal for any reason until the moment of birth," said NRLC Legislative Director Douglas Johnson. "Under the Constitution, members of Congress, and the President, are ultimately accountable for this extreme policy."
 
By more than a 2-to-1 margin (58-27%), American adults would be more likely to vote for lawmakers who support the bill approved by the committee today, according to a nationwide live telephone poll of 1,010 adults (MOE +/-3.1%), conducted July 12-15 by The Polling Company, Inc./WomanTrend. In response to a separate poll question, respondents favored, by a 3-to-1 margin (63-21%), a policy of not permitting abortion anywhere "after the point where substantial medical evidence says that the unborn child can feel pain," unless it is "necessary to save a mother's life."
 
In the bill, Congress adopts findings that by 20 weeks after fertilization (if not earlier), the unborn child has the capacity to experience great pain. The bill then prohibits abortion after that point, except when an acute physical condition endangers the life of the mother. Expert testimony was presented at a May 17 hearing on the bill showing that at 20 weeks fetal age, 6% of infants born spontaneously now survive long term in good neo-natal units. The long-term survival rates are 26% at 21 weeks fetal age and 55% at 22 weeks fetal age. (To convert to the alternate "LMP" dating system used by ob-gyns and abortion providers, also known as "weeks of pregnancy," add two weeks to each figure.)
 
A Senate companion bill (S. 2103) has 30 cosponsors. Seven states have already enacted similar legislation.

Teenagers 'can be corrupted' by Hollywood sex scenes

Watching sex scenes in Hollywood films can make children more promiscuous and sexually active from a younger age, a new study has suggested.



Psychologists concluded that teenagers exposed to more sex on screen in popular films are likely to have sexual relations with more people and without using condoms.
The study, based on nearly 700 popular films, found that watching love scenes could "fundamentally influence" a teenager's personality.
The researchers, from Dartmouth College in New Hampshire, concluded youngsters were more prone to take risks in their future relationships.
They also concluded that for every hour of exposure to sexual content on-screen, participants were more than five times more likely to lose their virginity within six years.
"Adolescents who are exposed to more sexual content in movies start having sex at younger ages, have more sexual partners, and are less likely to use condoms with casual sexual partners," said Dr Ross O'Hara, who led the study.

Medical Ethicist Says ‘Sanctity of Life Law Has Gone Too Far’ — Law Should Allow Some Patients to be Dehydrated to Death

A recent editorial in the British Medical Journal has pro-lifers up in arms over an ethicist’s suggestion that keeping some patients alive would lead to depleting ”severely resource limited healthcare services.” The ethicist authoring this piece states that it would apply to life-support for patients who may have previously expressed not wanting the life-extending services.

Raanan Gillon, emeritus professor of medical ethics and former chairman of the Institute of Medical Ethics, writes in the British Medical Journal that a 2011 court decision in Britain regarding a brain dead woman whose family wanted to take her off life-prolonging resources but were denied is a ruling that “distorts healthcare provision, healthcare values, and common sense.”

More specifically, the case decided in September 2011 ruled that the woman who had been kept alive through a feeding tube for more than eight years would not be given the “right to die.” The Guardian reported at the time that the family of the woman, legally referred to as “M,” had requested she be taken off the supply of nutrients and water being given to her, but the high court decided despite the “number of negative aspects” in M’s life, she also had some “positive elements.”

Judge Justice Baker said in the precedent-setting ruling that he “[accepted] the evidence of the carers,“ but her life is ”not without pleasures, albeit small ones.” Acknowledging the support of the family and supposing their distress at his final decision, Baker still ruled that M’s current life state would not justify withdrawal of life support.

USDA partnering with Mexico to boost food stamp participation

The Mexican government has been working with the United States Department of Agriculture to increase participation in the Supplemental Nutrition Assistance Program (SNAP), or food stamps.
USDA has an agreement with Mexico to promote American food assistance programs, including food stamps, among Mexican Americans, Mexican nationals and migrant communities in America.
“USDA and the government of Mexico have entered into a partnership to help educate eligible Mexican nationals living in the United States about available nutrition assistance,” the USDA explains in a brief paragraph on their “Reaching Low-Income Hispanics With Nutrition Assistance” web page. “Mexico will help disseminate this information through its embassy and network of approximately 50 consular offices.”
The partnership — which was signed by former USDA Secretary Ann M. Veneman and Mexican Secretary of Foreign Affairs Luis Ernesto Derbez Bautista in 2004 — sees to it that the Mexican Embassy and Mexican consulates in America provide USDA nutrition assistance program information to Mexican Americans, Mexican nationals working in America and migrant communities in America. The information is specifically focused on eligibility criteria and access.
The goal, for USDA, is to get rid of what they see as enrollment obstacles and increase access among potentially eligible populations by working with arms of the Mexican government in America. Benefits are not guaranteed or provided under the program — the purpose is outreach and education.
Some of the materials the USDA encourages the Mexican government to use to educate and promote the benefit programs are available free online for order and download. A partial list of materials include English and Spanish brochures titled “Five Easy Steps To Snap Benefits,” “How To Get Food Help — A Consumer’s Guide to FNCS Programs,” “Ending Hunger Improving Nutrition Combating Obesity,” and posters with slogans like “Food Stamps Make America Stronger.”
When asked for details and to elaborate on the program, USDA stressed it was established in 2004 and not meant for illegal immigrants.


Romney campaign quietly promised ‘vigorous’ porn crackdown, Reagan prosecutor says

Former Justice Department official Patrick Trueman, who proudly participated in federal pornography prosecutions during their “heyday” in the late 1980s and early 1990s, told The Daily Caller that Mitt Romney’s campaign assured him that Romney would “vigorously” prosecute pornographers if elected president.
Trueman, the president of Morality in Media, contacted the Romney campaign earlier this year about the “untreated pandemic” of Internet pornography. “They got back to us right away,” he said.
Bob Flores, another former Justice Department official who prosecuted pornographers, accompanied Trueman to an hour-long meeting with Romney foreign and legal policy director Alex Wong, Trueman said.
“Wong assured us that Romney is very concerned with this, and that if he’s elected these laws will be enforced,” Trueman told TheDC. ”They promised to vigorously enforce federal adult obscenity laws.”
Trueman said he would like for Romney to speak publicly about cracking down on porn, but believes Romney avoids the subject because he “saw that Rick Santorum got beat up in the mainstream press for being so forthright.”
“With respect to Romney, I believe him,” said Trueman, “but I’d like to make sure he means it.”
Trueman said convictions for distributing porn that displays group sex, simulated rape, incest, psuedo child porn, violence or unusual fetishes — such as “scat” porn — are relatively easy. But, he said, “unless it’s just waist-up nudity of women’s breasts it probably can be found obscene somewhere in the country.”
Juries can find pornography obscene, and therefore unlawful, if the material violates subjective “community standards.” (OPINION: How pornography harms women — and men)
Companies, rather than individuals, are the targets of federal prosecutions, Trueman said. “You don’t go after your neighbor who happens to get a magazine in the mail,” he explained.
